Blazosky Associates, Inc. (BAI) has assisted this waste management firm for over a decade with its permitting, engineering, and geoscience consulting needs at landfills, transfer stations and support facilities throughout Pennsylvania.  For this project, BAI was retained to take over the permitting for a planned 157-acre municipal solid waste landfill in southeastern Pennsylvania.  Over a number of years, difficulties with regulatory agencies had resulted in  little permitting progress.  Because of our experience with these regulatory agencies, we were retained to  upgrade the initial soils and hydrogeology evaluations, as well as the entire design of the landfill.

The resulting permit application was one of the most exhaustive ever prepared in Pennsylvania.  It addressed many sensitive subjects, with respect to geology, hydrogeology, mining, subsidence, and aquifer testing.  Working closely with state and county regulators, BAI developed a comprehensive plan and a detailed design for all support facilities.  The design, scrutinized by the client, the public, and two different regulatory regions, required the maximum disposal efficiency from the limited available area to be developed.

Once permitted, BAI provided Construction Quality Assurance services for development of the facility, and  continues to provide these services during each year of construction.  We oversee and certify installation of ground-water monitoring wells, gas management components, construction of leachate storage facilities, and sedimentation control basins and ditches.

BAI has also worked to implement the most cost-effective solution for the management, treatment and disposal of leachate, and to obtain all necessary air quality permits for the gas management system.

As such, BAI has provided numerous services to the client over the lifetime of this landfill. This cooperative effort is a prime example of the long-term relationships we strive to develop and to maintain with our clients.
