Blazosky Associates, Inc. (BAI) was asked to perform a Phase I Environmental Site Assessment (ESA) on an 11-acre property in State College, Pennsylvania. The property had been the site of an automobile salvage yard for 40 years. Given the site history, BAI combined the Phase I and Phase II ESA to save the client time and money. Since the site was found to require minimal remediation activities, an agreement was reached between the client and a large commercial developer, pending the issuance of an Act 2 release of environmental liability from the Pennsylvania Department of Environmental Protection (PaDEP). However, the process became significantly complicated when concerns were raised regarding the presence of on-site contamination originating from an off site source. BAI developed a remediation plan to address the area of concern, obtained the approval of the plan from the PaDEP and local agencies, and retained contractors to perform the work. Under the direct supervision of BAI staff, the entire soil excavation project was completed in less than one week; a total of 750 tons of contaminated soil. Following sampling and analysis, the soil was cost-effectively disposed at Subtitle D facilities in Pennsylvania and Ohio.
By working with the client, the developer,
the PaDEP and other regulatory agencies, the site was remediated, and the
Act 2 release was issued by the PaDEP in time for the scheduled closing.
The property has been successfully developed as a shopping center.
